car running like crap when cruising

problem with my car, when im driveing along with my foot resting on the throttle to keep it at 30 the engine splutters and looses power. as soon as i lift, put my foot all the way down or pull the choke its fine. it also seams worse when trying to keep at 60, 70 on motorways. also when pulling off at junctions/roundabouts ect it does the same thing and stalls unless i put my foot down

it starts up fine and idles fine
